An obscure Italian magistrate suspects that the death of a young drug addict was brought about by a powerful manufacturer. He decides to investigate him and to take him to court, even in the absence of sufficient proof to accuse him. Has the judge the right to act in this way, in the name of power the Italian people have conferred on him? The film discusses
the actions of justice that does not always keep within its
own bounds.
